Nos últimos anos, diplomas de Honra ao Mérito e Títulos de Cidadão Honorário de municípios vinham enfrentando uma crise de credibilidade, eis que os concedentes faziam as outorgas sem critérios éticos, mas tudo indica que este problema já está desaparecendo, em função de posturas cada vez mais exigentes de diferentes segmentos comunitários.

A primeira, por ser a concessão chancelada por um Comendador, Professor Fabrício Souza Santos (as pessoas quando são distinguidas com o titulo de Comendador é porque notoriamente são comprometidas com a responsabilidade social). A segunda, por ser ele Presidente da Academia de Ciências, Letras e Artes de Minas Gerais - ACLA (cargo para o qual só são eleitos aqueles que possuem ética e notória sensibilidade) e finalmente pelo fato do Professor Fabrício Santos exercer o cargo de Diretor do Departamento de Cultura da Prefeitura Municipal de Manhuaçu-MG, sendo portanto, uma autoridade pública (por dever do cargo tem o equilíbrio suficiente para que outorgas com sua chancela não venham a depor contra si mesmo).
