Esta condecoração foi expedida em Portugal, pelo Prof. Dr. José Manuel de Barros Dias, Excelentíssimo Senhor da Casa de Gouvim, que é ainda Cavaleiro de Graça e Devoção da Soberana e Hospitalaria Ordem de São João de Jerusalém Ecumênica, que só pela titulação do outorgante já se reveste de elevada importância, já que faz parte do quadro de docentes da conceituada e respeitada Universidade de Évora de renome internacional.
This award was issued in Portugal, by Prof.. Dr. Jose Manuel de Barros Dias, Sir Gouvim the House, which is also a Knight of Grace and Devotion of the Sovereign Order of Hospitalaria St. John of Jerusalem Ecumenical, which only has the title of the grantor is of high importance, since part of the presentation to the renowned and respected University of Evora internationally renowned.

Ao receber esta comenda, +Dom Moysés não escondeu sua alegria, pois é historiador e pesquisador, e sempre nutriu uma especial admiração por Portugal e particularmente por Évora, sendo oportuno salientar que é descendente dos Barbosa de Portugal do lado paterno, e após receber a medalha, encaminhou ao Excelentíssimo Presidente português, Anibal Cavaco Silva sua Bênção Apostólica Episcopal (escrita) endereçada a todos os habitantes daquele país.
